BACKGROUND

Kenya Community Support Centre (KECOSCE) is a Kenyan National NGO active in the Coast, Northern Kenya and Nairobi regions of Kenya. KECOSCE has its main offices in Mombasa.

 

KECOSCE works with grassroots communities and at county/national level to facilitate a just, secure and progressive society.  This is achieved through our strategic pillars including strengthening Democracy, Good governance and Human Rights, Supporting Sustainable Environment and Natural Resources Management, promoting Peace, Security and Inclusive Societies, enhancing Gender Equality and Empowerment of women and strengthening organizational sustainability.

 

About The Project

Kenya Community Support Centre in partnership with Act Change and Transform (ACT) and with support from the Royal Danish Embassy (DANIDA) is starting a 24 months project titled “Resilience Peace and Stability Programme whose main goals is to Decrease in violent extremism and political and natural resource-based conflicts.  In particular, KECOSCE’s interventions in the broader PRSP program will be to support conflict prevention and mitigation efforts. Secondly, this project will aim to improve trust in authorities’ commitment to providing security and adequate resource management to help prevent communities to turn towards violence. Improve intra and inter communal perceptions. The project will be implemented in Malindi, Kilifi North and Kilifi South Subcounties of Kilifi County.

The project will support community-based Early Warning and Early Response (EWER) to identify risks and partner with civil society, security or government actions to institutionalize strategies and approaches that will build community capacity and skills for sustainable peace.

Additionally, the project seeks to ensure conflicts identified through the EWER feed into multi-stakeholder forums for dispute resolution and higher-level policy change and create open and neutral spaces for community members and leaders to identify collective solutions.

 

 

Job Summary:

Kenya Community Support Centre (KECOSCE) is seeking to recruit Early Warning Coordinator to manage the Coast Early Warning and Early Response Mechanism.  The coordinator will be responsible for the conduct of community early warning prevention and mitigation activities in the Coast Region. S/he will ensure that the conflict scanning is executed as planned; coordinate early warning observers, confirm and analyze reports and prepare monthly reports. S/he will work closely with the Programs Manager in the implementation of early warning and Conflict prevention activities.

Position Responsibilities and Duties:

  1. Monitor and analyze systematically local, county and national political developments in the six counties of the Coast region.
  2. Regularly update the conflict monitoring table with collected information on weekly basis;
  3. Liaise with organizations that work on conflict issues to solicit data about past and ongoing conflict cases, and consolidate their reports for systematic data analysis;
  4. Provide insights into conflict analysis, using local knowledge (political, institutional, cultural, etc.);
  5. Gather systematically information from multiple sources and perform context and risk analysis in order to provide anticipatory warning for conflicts that could create additional humanitarian and security threats in the counties.
  6. Draft forward-looking conflict analysis briefs, risk assessments and on-demand analytical briefs for KECOSCE and her partners including county and national government officials.
  7. Conduct probability-of-impact assessments for conflict risks in collaboration with other team members, CSOs and partners
  8. Research on-going and potential armed conflicts to improve KECOSCE’s understanding of key actors, including objectives, priorities, options and capabilities;

 

Key Performance Indicators:

  • KECOSCE’s Situation room’s data collection and management activated
  • Work closely with KECOSCE’s Peace monitors and local peace building actors to prevent conflict crises.
  • Coordinate KECOSCE’s Early Warning Early Response interventions
  • Production of the Early Warning monthly Watch-list, Critical Elections Map, analytical briefs for the Responses by KECOSCE ,CSICs and other partners.
  • Updated analytical profile for priority areas and other information management requirements in use by the EWER team.
  • Scheduled and on-demand analytical briefs, and case-specific ad-hoc research and analysis regarding conflict risks and food security impact.
  • Effective working relationships and information sharing with internal and external partners on early warning and risk assessments in common areas of shared interest.
  • Monitor public media sources (both traditional and new media platforms) on a daily basis to capture conflict related issues, early warning signs for conflicts and violence incidents, as well as how the issues are reported;

Required Skills and Experience

Advanced Certificate/degree in International Relations, Political Science, Conflict Analysis or other relevant fields.

 

Experience

  • A minimum of 1 year of experience in conflict monitoring, conflict risk assessment and early warning.
  • Experience in electoral/political risk assessment is an advantage
  • Experience with youth-led dialogue processes or youth as agents for change in peace processes at the local level is desirable

 

Knowledge & Skills:

  • Strong writing skills with a demonstrated ability to research and draft clear, concise conflict analysis briefs.
  • Excellent analytical and conceptual skills.
  • Ability to work both with minimal supervision and as part of a team.
  • Ability to deliver outputs by agreed deadlines, sometimes at very short notice.
  • Ability to establish effective working relations with persons of different national and cultural backgrounds.
  • Strong ability with MS Word and Excel.  Knowledge of design or graphic software is an advantage.
  • Experience in active/advanced  use of social media, multi-media and digital platforms;
  • Experience in writing reports, researches, articles and/or blogs;

 

Language Requirements:

  • Fluency in oral and written Kiswahili and English.
