CALL FOR EXPRESSION OF INTEREST FOR CONSULTANCY TO CONDUCT BASELINE STUDY IN KWALE, MOMBASA AND KILIFI COUNTIES

1.0 Background

Kenya Community Support Centre (KECOSCE) is a Kenyan National NGO active in the Coast, Northern Kenya and Nairobi regions of Kenya. KECOSCE has its main offices in Mombasa. KECOSCE works with grassroots communities and at county/national level to facilitate a just, secure and progressive society.  This is achieved through our strategic pillars including strengthening Democracy, Good governance and Human Rights, Supporting Sustainable Environment and Natural Resources Management, promoting Peace, Security and Inclusive Societies, enhancing Gender Equality and Empowerment of women and strengthening organizational sustainability.

2.0 About the Project

Kenya Community Support Centre in partnership with Act Change and Transform (ACT) and with support from the Royal Danish Embassy (DANIDA) is starting a 24 months project titled “Resilience Peace and Stability Programme whose main goals is to Decrease in violent extremism and political and natural resource-based conflicts and reduce conditions that allow conflict(s) to escalate to violence.

KECOSCE’s interventions in the broader PRSP program will be to support violence prevention as well as well as conflict prevention and mitigation efforts. Secondly, this project will aim to improve trust in authorities’ commitment to providing security and adequate resource management to help prevent communities to turn towards violence. Improve intra and inter communal perceptions. The engagement will support efforts to meet the Sustainable Development Goals (SDGs), notably SDG 5 (gender equality), SDG 10 (reduced inequalities); SDG 11 (sustainable communities), SDG 13 (climate action), and most importantly SDG 16 (peace, justice and strong institutions). Within the area of women, peace and security the engagement will contribute to UNSC Res 1325 and the Kenyan National Action Plan on Women, Peace and Security. Within the area of counter extremism and counter terrorism, it will contribute to implementation of County PCVE Action plan and Kenya’s response to the UN Secretary General’s Plan of Action to Prevent Violent Extremism.

 

3.0. Purpose for the Baseline

3.1 Overall Objective

A baseline study conducted to provide baseline values on the current status of identified results indicators and to establish the basis for measuring subsequent changes during the mid-term and end-term evaluations. The baseline study will use mixed methods (quantitative and qualitative) and will be undertaken in the target counties using representative sampling methods.

 

3.2 Purpose of the Baseline Survey and Conflict Assessment

The baseline study and conflict assessment seeks to get a better and fairly detailed understanding of the peace and security status on the targeted counties. This is important so that the program can be guided by current information on conflict drivers, pull and push factors in the selected counties. Thus will help to inform initial programming i.e. drivers of conflict so that the program can address real needs at the community level for maximum impact. The baseline will also serve to collect data on outcome indicators, which are key to the measurement at the outcome and impact level. The study will also inform the consortium on the current CSOs that are undertaking peace and security work at the grassroots as well as other stakeholders involved in peace, stability and security programming. The study will offer understanding on gender dynamics and CSO/government linkages/interface.  The baseline will provide a comprehensive list of workable strategies for each target county depending on the conflict drivers.

 

4.0. GEOGRAPHICAL SCOPE

  • Mombasa (Kisauni, Likoni, Nyali)
  • Kilifi County (Malindi, Kilifi North, Kilifi South)
  • Kwale (Matuga, Msambweni,)
  • The geographical scope can be agreed on and other sub counties might be proposed by the consultant/consultancy

5.0 Technical SCOPE

The consultant’s technical scope of work will entail:

  1. Desktop review: The consultant will conduct a review of available documentation and based on findings, provide inputs to enrich the survey tool questions, Prepare the baseline survey work plan in consultation with the KECOSCE MEL Manager.
  2. Enrich and finalise the study methodology: The consultant will finalise plans to conduct the baseline  survey including: Reviewing the draft baseline survey tool and proposing any necessary revisions to ensure that  accurate data is collected to respond to the objective of the survey; Develop a checklist to guide FGD discussions in each county;
  • Recruit enumerators Work with KECOSCEs project officer to engage a team of experienced enumerators, consisting of residents from the counties in which data is being collected to enable ease of access to, and responsiveness of community members…
  1. Training of enumerators: Upon engagement of the enumerators, the consultant will lead a one-day  training for all survey team members to ensure a shared understanding of the objectives of the survey,  the baseline survey tool questions, data collection techniques and expected deliverables. The training will also consist of a session on conflict sensitivity.
  2. Field work: Field work will take place concurrently in the two counties, i.e. Kwale, Mombasa, Kilifi, over a one-week period. The consultant will pre-test the baseline survey tool, and collect, collate and enter data.
  3. Data analysis: The consultant will analyse the collected data and consequently generate the baseline survey report.

6.0. Deliverables 

 

  1. Inception Report: This report will present the detailed methodology, literature review, data collection tools and sampled areas. The inception report will be discussed with the RPS team for any inputs.
  2. Draft Baseline Survey Report: This report will be written in clear, concise English and will have baseline data on the outcome indicators as per the score card indices, with explanations for scores awarded for each indicator. The report will have recommendations for indicator measurement.
  3. Draft Conflict Assessment Report: This report will have detailed information on conflict drivers, pull and push factors, security situation and roles, success and failures of different stakeholders such as government, CSOs, community leaders, religious institutions, women etc., and will be reviewed by Act staff and validated in a workshop.
  4. Final Baseline Survey and Conflict Assessment Reports, incorporating comments from both the Act reviewers and the validation workshop.
  5. Mapping of CSOs, existing programmes/initiatives in the county and their capacities.

7.0. Time Frame 

The consultancy will be conducted over 30 working days, staggered over a month’s period, as proposed below:

The consultancy will commence immediately upon signing of the contract.

8.0 CONSULTANT Management 

The consultant will report to KECOSCE MEL Officer, and work closely with the MEL Officer. The MEL Manager will monitor and track progress of the various activities under the consultancy.

9.0. Confidentiality and Authorship  

Ownership and copyright of all data, drafts and final products of the survey will be the sole and exclusive property of KECOSCE. The consultant will submit all original documents, materials and data to KECOSCE. Therefore, all the outputs of the survey will not be disseminated in part or whole without express authority from KECOSCE’s Executive Director. The consultant shall not produce information in these materials in any form (electronic, hard copies, etc.) to a third party without a written permission from KECOSCE’s Executive Director

10.0. Administration and Payment arrangements 

The consultant, with support from KECOSCE project team, will be responsible for sourcing of required enumerators. The consultant will make necessary arrangements pertaining to the consultancy, including organizing for enumerator’s training and transport costs within the sub-counties.

Applicants are therefore expected to submit their financial proposals, inclusive of withholding tax, for the entire exercise. All withholding tax amounts will be deducted from the total amount at source (as per the Government of Kenya regulations.

Payments to the consultant will be phased out based on delivery of the agreed products as follows:

1. An inception report acceptable to KECOSCE 40%
2. Draft final baseline survey report acceptable to KECOSCE 40%
3. Final baseline survey report acceptable to KECOSCE 20%

 

11.0. Required Skills, Experiences and Competences  

KECOSCE is looking for a consultant who has the following qualifications:

  1. Must have a degree in peace and conflict studies, international relations, human rights, or similarly relevant field
  2. Must have minimum of 5 years working experience in the field of peace building, with at least two years in the Coast context
  3. Must have proficiency in Kiswahili and English (oral and written)
  4. Must have demonstrated experience of successfully carrying out at least two baseline studies/evaluations/research processes
  5. In-depth knowledge of the socio-cultural, economic and political context of the coast region of Kenya.  Especially Mombasa, Kilifi and Kwale counties.
  6. Excellent understanding of conflicts issues in the region
  7. Excellent understanding of peace building, and stabilization processes and infrastructure in the counties and related dynamics
  8. Experience in working with international actors national and local authorities, and committees
  9. Well-established contacts with county, national, and civil society/community actors in the region and ability to independently organize the KIIs and FGDs in the counties.
  10. Ability to travel and to organize one’s travels independently in the counties
  11. Excellent report writing skills, demonstrated by a list of published articles or reports.
  12. Excellent analytical, interpersonal, and communication skills.
  13. Ability to work collaboratively with multiple individuals and groups.
  14. Ability to produce high quality work under tight timeframes
  15. Knowledge and experience of gender, human rights and conflict sensitive approaches.
  16. Preference will be given to those who have conducted similar surveys in the coast region of Kenya.
  17. Application Procedure  

Interested consultants are invited to submit an Expression of Interest (EOI) for delivery of the assignment. The EOI should include:

  1. The consultant’s understanding of the terms of reference and a work-plan.
  2. The financial proposal detailing: consultant’s costs, enumerators’ costs and any other costs anticipated in undertaking the consultancy.
  3. Detailed CV of the consultant with full description of the profile and experience, including a list of previous research and evaluations.
  4. One copy of relevant sample report.
