CALL FOR EXPRESSION OF INTEREST FOR CONSULTANCY TO SUPPORT DEVELOPMENT OF COMMUNICATION STRATEGY

1.0 Background

Kenya Community Support Centre (KECOSCE) is a Kenyan National NGO active in the Coast, Northern Kenya and Nairobi regions of Kenya. KECOSCE vision is a just, secure and progressive society. This is achieved through our strategic pillars including strengthening Democracy, Good governance and Human Rights, Supporting Sustainable Environment and Natural Resources Management, promoting Peace, Security and Inclusive Societies, enhancing Gender Equality and Empowerment of women and strengthening organizational sustainability.

2.0 About the Project

KECOSCE in partnership with Act Change and Transform (ACT) and with support from the Royal Danish Embassy (DANIDA) is starting a 24 months’ project titled “Resilience Peace and Stability Programme whose main goals is to Decrease in violent extremism and political and natural resource-based conflicts and reduce conditions that allow conflict(s) to escalate to violence. KECOSCE’s interventions in the broader PRSP program will be to support violence prevention as well as well as conflict prevention and mitigation efforts. Secondly, this project seeks to improve trust in authorities’ commitment to providing security and adequate resource management to help prevent communities to turn towards violence. Improve intra and inter communal perceptions. The engagement supports efforts to meet the Sustainable Development Goals (SDGs), notably SDG 5 (gender equality), SDG 10 (reduced inequalities); SDG 11 (sustainable communities), SDG 13 (climate action), and most importantly SDG 16 (peace, justice and strong institutions). Within the area of women, peace and security the engagement will contribute to UNSC Res 1325 and the Kenyan National Action Plan on Women, Peace and Security1 and to contribute to implementation of County PCVE Action plan and Kenya’s response to the UN Secretary General’s Plan of Action to Prevent Violent Extremism.

3.0. Objective of the Assignment

KECOSCE is seeking the services of a consultant to facilitate development of its communication strategy to enhance program visibility, knowledge & learning, and stakeholder engagement. The purpose of which is to promote efficient and effective information flow among various stakeholders including beneficiaries, partners, key stakeholders, County Governments, other collaborating development partners.

4.0 Scope of Work

This assignment will involve but not limited to the following activities;

  • Desk review of the project documents and guidelines,
  • Conduct a stakeholder analysis to identify target audiences,
  • Review project intervention strategies and stakeholder engagement mechanisms,
  • Conduct communications needs assessment for the different levels of stakeholders,
  • Develop a project visibility plan,
  • Develop a comprehensive 2-year communications strategy with clear audience definitions, context, objectives, resource needs, media channels, delivery strategies including key messaging,
  • Provide a measurement plan for tracking progress with the communication strategy,
  • Develop a 1-year implementation framework,
  • Provide a budget for all activities.

5.0 METHODOLOGY

The consultant is required to choose and use suitable methodology which must be outlined in the technical proposal.

6.0 DURATION

The services above are to be carried out over a period of approximately 12 working days.

7.0 DELIVERABLES

The consultant is expected to submit the following deliverables.

  • Inception report – Submission of detailed methodology demonstrating a good understanding of the literature review, detailed work plan (indicating dates and activities), an outline of the communication and visibility strategy, data collection methodology & tools within 3 days of signing the contract.
  • Draft Communication Strategy – with the following desired headings: Brief summary of the situation analysis, audience segmentation, program theory to inform strategy development, communication objectives, approaches for achieving objectives, positioning/branding, messaging, communication channels to disseminate messages, implementation plan, monitoring and evaluation plan, budgets.
  • Final Communication Strategy – revised according to comments provided by the Executive Director presented in pdf and word soft copies.

8.0 METHOD OF APPLICATION
