1. Background
The Kenya Community Support Centre (KECOSCE), in partnership with ACT! Change Transform and with support from the Government of Denmark under the Women, Peace and Security (WPS) Programme, is implementing initiatives to strengthen the localization and implementation of Kenya’s National Action Plan III (KNAP III) on United Nations Security Council Resolution (UNSCR) 1325 in Mombasa, Kwale and Kilifi Counties.
The Women, Peace and Security Agenda recognizes the critical role of women in conflict prevention, peacebuilding, mediation, governance, security and post-conflict recovery, while promoting the protection of women and girls from all forms of violence and discrimination.
Although county governments have increasingly mainstreamed gender equality, social inclusion and public participation within their development planning frameworks, significant gaps remain in localizing Women, Peace and Security priorities within county policies, development plans, institutional arrangements and public financing systems. There is limited evidence on the extent to which County Integrated Development Plans (CIDPs), Annual Development Plans (ADPs), county legislation, sector plans and programme-based budgets reflect the commitments contained in Kenya’s National Action Plan III.
To address this gap, KECOSCE seeks to engage a qualified consultant to undertake a comprehensive policy, planning and public finance analysis of Mombasa, Kwale and Kilifi Counties, and to assess the alignment of county Women, Peace and Security commitments with Kenya’s National Action Plan III (2024–2029).
2. Purpose of the Assignment
The overall objective of the consultancy is to assess the extent to which county policies, development plans, institutional frameworks and public financing systems support the implementation and localization of Kenya’s National Action Plan III (KNAP III) on Women, Peace and Security.
The consultancy will generate evidence to inform policy dialogue, advocacy and county-level reforms aimed at strengthening gender-responsive governance, financing and institutionalization of the Women, Peace and Security Agenda.
3. Specific Objectives
The consultant will:
1. Review county policies, legislation and institutional frameworks relevant to Women, Peace and Security.
2. Assess the integration of Women, Peace and Security priorities within County Integrated Development Plans (CIDPs), Annual Development Plans (ADPs), sector plans and other county planning instruments.
3. Analyse county programme-based budgets, approved estimates, Controller of Budget implementation reports and other public finance documents to determine the extent of financing for Women, Peace and Security priorities.
4. Assess the application of gender-responsive budgeting within county planning and budgeting processes.
5. Examine financing for the areas listed below.
- Women’s leadership and participation
- Peacebuilding and conflict prevention
- Social cohesion
- Gender-based violence prevention and response
- Youth empowerment
- Disability inclusion
- Community resilience
- Mediation and dialogue initiatives
6. Assess county institutional coordination mechanisms supporting Women, Peace and Security implementation.
7. Review existing County Women, Peace and Security Action Plans and assess their alignment with Kenya’s National Action Plan III.
8. Identify policy, planning, financing and institutional gaps affecting implementation of the Women, Peace and Security Agenda.
9. Document good practices and innovative county approaches.
10. Develop practical recommendations for strengthening county localization of KNAP III.
4. Scope of Work
The consultancy will cover Mombasa, Kwale and Kilifi Counties. The assignment will primarily involve a comprehensive desktop review, supplemented by key informant consultations where necessary. The consultant shall review, among others, the following categories of documents.

The analysis shall be benchmarked against:
- Kenya National Action Plan III (2025–2029)
- United Nations Security Council Resolution 1325 and related WPS resolutions
- Constitution of Kenya (2010)
- Public Finance Management Act (2012)
- County Governments Act (2012)
- Public Participation principles
- Kenya Gender Policy
- Sustainable Development Goals (SDGs), particularly Goals 5 and 16

5. Methodology
The consultant is expected to employ a mixed-methods approach, including:
- Comprehensive desk review
- Policy and legislative analysis
- Public finance and budget analysis
- Gender-responsive budgeting assessment
- Institutional capacity assessment
- Comparative county scorecard analysis
- Key informant interviews (where required)
- Validation of findings with KECOSCE and key stakeholders
6. Expected Deliverables
Inception Phase
- Inception Report detailing methodology, analytical framework, work plan and data collection
tools.
Technical Outputs
- Comprehensive Comparative Policy, Planning and Budget Analysis Report (approximately 20–
40 pages). - County Budget Analysis Report on Gender-Responsive Financing and Women, Peace and
Security. - Three County Gender, Peace and Inclusion Policy Briefs — one each for Mombasa, Kwale and
Kilifi. - Advocacy Brief on Financing and Institutionalizing Women, Peace and Security at County Level.
- County WPS Alignment Scorecards comparing each county against the priorities and outcomes
of KNAP III. - PowerPoint presentation summarizing key findings and recommendations.
- Final consultancy report incorporating comments from KECOSCE and stakeholders.
7. Expected Results
The consultancy is expected to generate:
- Evidence on county alignment with KNAP III
- Analysis of county financing for Women, Peace and Security
- Identification of policy and institutional gaps
- Recommendations for gender-responsive budgeting
- Recommendations for county WPS institutionalization
- Advocacy messages for county governments and policy makers
- Evidence to inform county planning and budgeting reforms
8. Duration of the Assignment
The consultancy is expected to be completed within 15 working days from the date of contract signature prorated for one month.
9. Required Qualifications and Experience
The consultant (individual or firm) should possess:
- A postgraduate degree in Public Policy, Gender Studies, Peace and Conflict Studies, Governance, Public Finance, Development Studies, Economics, Law or a related field.
- Proven expertise in analysing county planning and budgeting processes in Kenya.
- Strong knowledge of gender-responsive budgeting and public financial management.
- Demonstrated experience conducting policy reviews and institutional assessments.
- Excellent analytical, research and report-writing skills.
- Familiarity with Kenya’s Women, Peace and Security Agenda and KNAP III will be a distinct advantage.
