About Kenya Community Support Centre (KECOSCE)

Kenya Community Support Centre (KECOSCE) (www.kecosce.org)  is a National Non-Government organization based at the Coast Region of Kenya. The organization is registered in Kenya as a Public Benefit Organization. KECOSCE is dedicated to promoting a just, peaceful, and democratically governed society in Kenya.

KECOSCE is an implementing partner of Amkeni Wakenya (hereinafter Amkeni). Amkeni Wakenya is a United Nations Development Programme (UNDP) project/facility that was established in 2008 to promote democratic governance support to civil society mainly through capacity building, learning, knowledge management and grants making.

Project Scope

In line with the strategic focus of Amkeni, an agreement was signed between the Embassy of the Kingdom of Netherlands (EKN) and the UNDP Kenya to support the implementation of the “Strengthening Civil Society and Citizen Voice for Realization of Sustainable Development Goals-SDGs in Kenya 2021-2024”.  This project contributes to UNDPs Outcome 2: Civic society voice in policy making strengthened at national and county levels (Inclusive platforms for public participation and civic engagement strengthened at County and national levels) though implementation of activities that will result specifically to the following results

 

  1. Enhanced Citizen voices in local governance and services delivery
  2. Improved engagement of citizens and County Government of Kilifi on inclusive governance
  3. Improved capacity of KECOSCE to deliver this project and its sustainability

 

  1. Purpose of this Evaluation

KECOSCE is in its second year of implementation for this project.  The main purpose of this short term consultancy is to support KECOSCE’s project implementation team with a third eye perspective on the extent to which the organization is achieving results and the assess the project approaches.  KECOSCE is this program defines outcomes using three lenses which include

    1. Outcomes that are measurable and directly connected to the program’s activities.
    2. Impact on the program’s objective, by measuring actual participation levels by our beneficiaries; and in the form of well-known actions taken by our target beneficiaries and stakeholders in furtherance of the project goal.
    3. Program outputs that are derived from the program’s activities.
    4. Project effectiveness, efficiency, relevance and

 

 

  1. Scope of Work
  • The study envisions employing mixed research methods that include quantitative and qualitative approaches. This will entail: a review of the literature, a desk review of secondary data, a survey, key informant interviews, and focus group discussions.
  • The study samples will be representative of the various types of civil society organizations and county government officials
  • The consultant will be required to lead on the following tasks in consultation with KECOSCE
    1. Developing evaluation approach for approval by KECOSCE
    2. Conducting literature review.
    3. Designing data collection tools
    4. Collecting data and analyzing the data.
    5. Developing evaluation report which shall include case studies and submission of the initial draft for review and feedback.

 

  1. Deliverables

The consultant will deliver the following outputs.

  1. Inception report
  2. Data collection tools
  3. Draft report- to include methodology, context, results, analysis of findings, recommendations and conclusion.
  4. PowerPoint presentation- on main findings, conclusions and recommendations of the research study for dissemination and debriefing purposes.
  5. Final Research study and a position paper)
  6. Reporting relationships

The Consultant will report to the Executive Director of Kenya Community Support Centre or the designated officer who shall be introduced to the consultancy on the contracting day.

  1. Consultancy Fees

Consultancy fees will be paid as follows: –

  1. 30% on delivery of inception report
  2. 40% on presentation of draft report
  3. 30% on submission of final report and final knowledge products
  4. Application process

The consultant should submit a

  1. A technical proposal and budget demonstrating understanding of the scope of work and detailed methodology for the study (maximum of five pages using Times Roman font size 11 and single line spacing).
  2. The proposal should include timelines and the roles and capacity of the research team.
  3. The timeline should detail the workflow from the project start date to the end date.
  4. The proposal budget should have sufficient details to allow for the evaluation of elements of costs proposed.
  5. Budgets should be submitted in Kenya Shillings and include the cost breakdown per deliverable.
  6. Applicants should also indicate the inclusion of a 5% tax on the budget.
  7. Submit samples of previous research work conducted.
  8. Submit CVs of principal researchers.
