3.2 Purpose of the Baseline Survey and Conflict Assessment
The baseline study and conflict assessment seeks to get a better and fairly detailed understanding of the peace and security status on the targeted counties. This is important so that the program can be guided by current information on conflict drivers, pull and push factors in the selected counties. Thus will help to inform initial programming i.e. drivers of conflict so that the program can address real needs at the community level for maximum impact. The baseline will also serve to collect data on outcome indicators, which are key to the measurement at the outcome and impact level. The study will also inform the consortium on the current CSOs that are undertaking peace and security work at the grassroots as well as other stakeholders involved in peace, stability and security programming.
