About Kenya Community Support Centre (KECOSCE):
KECOSCE is an implementing partner of Amkeni Wakenya, a UNDP project/facility established in 2008 to strengthen civil society and promote democratic governance in Kenya.
1.0 Project Scope
Key Objectives
- Strengthen the capacity of state and non-state actors to take active roles in public participation and advocacy effectively
- Support the development of effective strategies and platforms for public participation, social auditing, and communication Support socio-accountability audits.
- Support institutional capacity improvement for KECOSCE to respond to contemporary governance issues effectively
1.1 Purpose of the Consultancy
The consultancy aims to provide an independent evaluation of the project’s outcomes using the Outcome Harvesting approach. The goal is to assess both intended and unintended outcomes, positive and negative, and determine the project’s contribution to these changes. The evaluation will support learning, reflection, and accountability and produce recommendations and knowledge products to inform future programming.
2.0 Specific Tasks and Responsibilities
The consultant will work under the supervision of KECOSCE’s Strategic Delivery Manager and directly with the M&E officer to harvest outcomes to support real-time learning, communicate progress and results, and develop digital knowledge products on the most significant stories of change (MSSC) based on the best practices taken up by the project with photos to tell these stories. These MSSC should be gathered through field visits in the project locations and documented in an agreed template at the time of contracting.
2.1 Scope of Work
- Review project reports, success stories, monitoring, and evaluation data, and other secondary sources to identify preliminary outcomes.
- Collect information on positive and negative outcomes, both intended and unintended, that result from activity interventions; as well as collect lessons learned and best practices.
- Conduct key informant interviews and focus groups with both men, women, and special interest groups in the communities who directly benefitted from project activities, as well as stakeholders including duty bearers in key positions-to relate to changes that might have occurred due to the projects’ interventions.
- The consultant will be required to lead on the following tasks in consultation with KECOSCE
- Developing evaluation approach for approval by KECOSCE
- Conducting literature review.
- Designing data collection tools
- Collecting data and analyzing the qualitative and quantitative data.
- Developing evaluation report which shall include case studies and submission of the initial draft for review and feedback.
2.2 Methodology:
The evaluation will adopt a mixed-methods approach, ensuring gender sensitivity and inclusivity. Sampling will be representative of the beneficiary and stakeholder populations. Ethical principles such as informed consent and Do No Harm will guide all data collection.
The consultant is expected to:
a) Clearly define participant selection criteria and sampling size.
b) Integrate digital knowledge products and photographic evidence.
c) Ensure inclusive participation of women, youth, and special interest groups.
2.3 Expected Deliverables
- An inception report- process and criteria for selecting participants to be part of the outcome harvesting, sample size, full methodological approach taking into consideration the objective of the assignment, and the timeline for implementing the agreed methodology.
- A compendium of the most significant stories of change (MSSC) with pictures and digital knowledge products highlighting the good practices and lessons learned for wider dissemination.
- Draft Evaluation Report: Analysis, findings, and lessons learned.
- Final consultancy report to include
- methodology, context, results, analysis of findings.
- All reports should be in English, Times New Roman, Font Size 12.
- Recommendations, and conclusion.
3.0 Reporting relationships
The Consultant will report to the Executive Director of Kenya Community Support Centre or the designated officer who shall be introduced to the consultancy on the contracting day.
4.0 Core Competencies:
- Expertise and experience in the use and facilitation of outcome mapping and/or outcome harvesting; with at least 2 years of research/ policy analysis experience on issues related to democratic governance.
- Excellent facilitation, assessment, monitoring, evaluation, and report writing skills.
- Experience working with multi-sectoral groups and coalition-building processes is not required but will be strongly considered.
- Fulfills all obligations to gender sensitivity and zero tolerance for sexual harassment.

6.0 Consultancy Fees: Financial proposals should include:
- Professional fees
- Travel and field costs
- Logistical expenses
- Inclusive of 5% tax
7.0 Payment will be based on accepted deliverables, as follows:
