MOMBASA COUNTY ACTION PLAN FOR PREVENTING AND COUNTERING VIOLENT EXTREMISM

County Action Plan Overview

Kenya has been under a vicious assault by global and regional terrorist groups. The security services have deployed means to detect, deter, disrupt and dismantle the threat. But, like other countries, it has become clear that combined with counter-terrorism, decisive preventive action that embraces civil and non-government actions is critical to ensuring that more Kenyans are not drawn to VE and terrorism. The NSCVE increasingly guides the national response to this threat to Counter Violent Extremism, offering guidance and coordination for all CAPs.

The first Mombasa CAP was launched in 2017. It marked the start of a unique innovation of including citizens and communities in prevention of violent extremism through utilising Kenya’s devolved governance and public participation system. The CAPs are inspired and aligned to the NSCVE. They are fast becoming embraced regionally and globally as an emerging best practice. CAPs allow citizens and institutions at the county level to mitigate the threat of VE while increasing resilience within communities. They are also platforms for action through solution-seeking, collaboration, coordination and accountability. NCTC in collaboration with other government institutions, particularly the Ministry of Interior and Coordination of National Government and bilateral and multilateral partners, have catalysed the development and implementation of CAPs.

The CAP offers Mombasa County stakeholders an immediate action plan to protect communities and citizens from violent extremism. Its remodelling has involved state and non- state actors working in PCVE and offering unique contributions to building resilience. The process has produced a CAP that is aligned to the NSCVE, with achievable priorities to be implemented between 1st June 2022 to 31st May 2023.
